CARES Act, CRRSAA, & ARP Higher Education Emergency Relief Funds (HEERF I/II/III) Emergency Financial Aid Grants to Students

The Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSAA) and the American Rescue Plan Act of 2021 (ARP) authorized the second and third Higher Education Emergency Relief Funds (HEERF II & III) to help higher education institutions prevent, prepare for, and respond to COVID-19. Similar to HEERF I established by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, HEERF II and III include financial aid grants to students, which can be used for the students’ cost of attendance or for emergency costs that arise due to COVID-19 such as tuition, food, housing, and health care. CRRSAA requires that institutions provide at least the same amount in financial aid grants to students from HEERF II as was required under the CARES Act’s HEERF I. The ARP is a continuation of the CRRSAA program. Institutions receiving HEERF funds are required to post information on the use and distribution of both the student financial aid grant portion and the institutional portion of these funds. The required information for these HEERF programs is listed below and will be updated quarterly. - FUNDING CERTIFICATION AND AGREEMENT
Prior to receiving HEERF I, Hampden-Sydney College signed the Funding Certification and Agreement and returned it to the Department of Education. The College will use the applicable amount of HEERF funds designated under the CARES Act, CRRSAA, and ARP (a)(1) programs to provide Emergency Financial Aid Grants to Students. - FUNDS RECEIVED
Hampden-Sydney College received $339,954 from the Department of Education pursuant to the institution's Certification and Agreement for HEERF II Emergency Financial Aid Grants to Students under the CRRSAA (a)(1) program. The College received $879,937 in HEERF III Emergency Financial Aid Grants to Students under the ARP (a)(1) program. The total amount that the College has received for Emergency Financial Aid Grants to Students under the CARES Act, CRRSAA, and ARP (a)(1) programs is $1,559,845. - FUNDS DISTRIBUTED
As of March 31, 2022, the total amount of Emergency Financial Aid Grants distributed to students under the CRRSAA (a)(1) program was $339,954. The total amount of Emergency Financial Aid Grants distributed to students under the ARP (a)(1) program was $104,476. The total amount distributed to students under CARES Act, CRRSAA, and ARP (a)(1) programs combined was $784,384. - STUDENT ELIGIBILITY
The estimated total number of students at Hampden-Sydney College who are eligible to receive Emergency Financial Aid Grants under the CRRSAA and the ARP (a)(1) programs is 527. - NUMBER OF STUDENTS RECEIVING FUNDS
The total number of students who have received an Emergency Financial Aid Grant as of March 31, 2022 is 511. - METHOD USED TO DETERMINE ELIGIBILITY
Hampden-Sydney College used the following method to determine which students would receive the Emergency Financial Aid Grants and how much they would receive under the CRRSAA and ARP (a)(1) programs:
-Pell Grant eligible students received $900.
-FAFSA filers with Expected Family Contribution (EFC) above Pell but less than $20,000 received $650.
-FAFSA filers with EFC of $20,000-$40,000 received $400.
-FAFSA filers with EFC above $40,000 and who demonstrate financial need received $200.
Emergency Financial Aid Grants were also determined based on case-by-case appeals submitted by students. - GUIDANCE PROVIDED TO STUDENTS
Students received e-mail notifications about the HEERF financial aid grants and what costs the financial aid grants can cover. The Financial Aid Office also directly communicated with students who submitted appeals. Students receiving the Emergency Financial Aid Grants were asked to complete an authorization form to indicate whether the funds should be credited to their student account or mailed as a check. Students who chose to receive a check were asked to provide their current mailing address.
